What is a "Temporary Tax"?  These were all enacted as "temporary".

Many of these still exist today! 

1914 War Tax Revenue Act a 3 percent excise tax: Source1

1937 Minnesota raises fuel tax to $0.04

1976 Federal Unemployment Tax
proposed end date of 1997:  Source2

1981 Minnesota sales tax rate on select items from $0.03 to $0.05

1982 More items added
1983 Changed to a permanent $0.06
1997 Raised to $0.065 

1981 Minnesota Surtax of 7 percent

1982 Surtax increased to 10 percent
1983 Surtax extended
1984 Repealed

Here's an interesting one (in-light of the recent tobacco law-suit):
1992 Minnesota raised per pack price another $0.05 for the "Health Care Access Fund"

1983 Federal Employment Tax

1991 Maine Sales Tax increase of 20 percent
proposed end date of 1993: source no longer available

1993 Federal Gasoline Tax of $0.043
proposed end date of 1993 source no longer available

1994 Washington DC Convention Center funding
